In 2009, in response to the economic crisis, Congress passed the American Recovery and Reinvestment
Act, or ARRA. The goals of the program are to stimulate the economy by creating and saving jobs,
increasing long term investing, and offering more government accountability and transparency. One of the ways the
American Recovery and Reinvestment Act works to achieve these goals is by increasing access to
government subsidized Internet.
$7 billion in funding was set aside through the American Recovery and Reinvestment Act to assist in this
mission to provide government high-speed Internet to rural America. This program has now expired forever.

Government High-speed Satellite Internet
As the Internet has become a necessity within the global economy, it is increasingly important that United States citizens
have access to high-speed Internet. As other countries continue to improve their own technology, Americans
need to be able to remain competitive technologically and economically. More and more business is conducted
online, and many industries are turning to online only business models. Unfortunately, according to a report
by the Federal Communications Commission, almost 100 million people in America do not have high-speed Internet,
and of them, approximately 14 million Americans can not even access high-speed Internet. Often times

The government set up a database that included all households that qualified for
programs under the
HughesNet Recovery Act. As a result, you must live in
one of these areas in order to take advantage of this offer and receive the Recovery Act Funds.
All eligibility requirements were defined by the
federal government and were not under the control of HughesNet. As this program is designed to
bring high-speed Internet to people who do not currently have it, this offer is only provided
to new HughesNet customers. Households that currently have high-speed Internet, or have access to high
speed Internet, will not be eligible to take advantage of this offer. Please note that a customer's
income was NOT a factor in any way in determining their eligibility for the
Recovery Act Internet program.
